How to Apply penalties on shortage hours with different violations on repetitions in OTL?

Content (required):
1- it is applicable to apply penalties on shortage or lateness hours in time and labor module?
2- not only to deduct the late in hours or shortage hours, I need to apply penalty on each time with different penalties on repetitions of the late in or Shortage time
- For example, a business case:
if employee has late in time 30 mins for the first-time system apply a penalty (1/4 day) for this employee on this day during this month?
and if he has another late in time 30 mins in the same month this will be recorded for the second time penalty with different penalty (1/2 day) to be deducted from the payroll system or annual leave?
