Allowing managers to see his/her direct reportee's requisition

Hi Team

Our Customer has the below two requirements

1. Allowing managers to see all his/her reporters requisition - for example, if a manager has four employees reporting to him, he should be able to access all the requisition entered by his direct reporters. Is this possible?
2. Preventing managers from other departments requisition - For example a cost center manager should not be able to see other cost centers requisition

I understand that in default an user can create view only the requisitions entered by him/her. In addition to that, a custom role can be created to give access to all the requisitions regardless of who entered it. Can the above two custom requirements be met? Thanks in advance for your help.
