Send Notification to QA upon Completion of an Operation that precedes a Quality Operation

Summary:

In the Work Order Operations Train, a particular operation (say 100) is completed by a Production Operator while the subsequent one (say 200) should be completed by a Quality Inspector, and next one (say 300) again by the Production Operator.

In this scenario, I have a couple of queries:

1. Is there a way to RESTRICT the Production Operator only to the Production operations and the Quality Inspector only to QA Inspection operations; i.e., the Inspector completes only those operations that are at the "Inspect and Complete" stage?

2. Besides, is there a functionality to Notify the Quality Inspector upon completion of an operation that precedes a Quality operation.
