Edit 'annual salary' and 'hourly rate' fields

I have a number of high level roles within ORC. As a person with these higher roles with more privileges I can update the 'annual salary' and 'hourly rate' fields when a job requisition is posted. However all other users can't seem to update these fields. What privilege gives me the access to complete this information as we would like to give this to our standard recruiters if possible?
