Can Alerts be schedule for day learning starts?

Summary: We would like to assign learning prior to day it is scheduled to start but when learner gets the alert the link to the learning doesn't work. Can the alert be scheduled to go out the day of learning start if we want to assign early or is there a way to allow learner to access learning earlier than start date.
