Configuring Flex leaves in Fusion HCM

We are looking at configuring Flex leaves for one of our customers. If anyone has experience configuring this please share. Need some information on how you have achieved this

There are a few business requirements:

a). We want to specify the flex leaves available by country

b). We want to enroll these flex leaves to the employees automatically without manual intervention

c). Flex leaves can be availed only one at a time

d). Flex leaves can be taken within a span of 3 weeks before or after the specified date

e). When a new employee joins only future flex leaves are applicable
