Recalculate labor cost must credit the Cost center value from original debit line

Summary:

I have created this rule to ensure a recalculation of labor cost will credit the Cost center value from original debit line

And I have assigned it to Event Class 'Labor Cost Adjustment'.

However priority 1 is skipped when I press recalculate raw cost.

Why is that?
