Is it possible to route the Project Budget workflow based on two class categories

We have a requirement to route Project Budget workflow based on two class categories , Project Type and Business Unit combination

For example , We have to route the workflow based the Business Unit , Project Type, Class Categories and Class Code combinations as given below

1) Approver 1

When

Business Unit : B1

Project Type : T1

Class Category : CC1 & Class Code : CD1

Class Category : CC2 & Class Code : CD2

2) Approver 2

When

Business Unit : B1

Project Type : T1

Class Category : CC3 & Class Code : CD3

Class Category : CC2 & Class Code : CD2

3) Approver 3

When

Business Unit : B1

Project Type : T2

Class Category : CC3 & Class Code : CD3
