Project Billing Surcharge with Bill Rates

We have a requirement where project labour and equipment are billed back at a bill rate (different than the cost rate), and a %age surcharge is also added.

Is it possible to use both a bill rate schedule as well as burdening for project billing to meet this requirement?

Or are there other options to meet this requirement?
