Timecard notification to employee when manager edits employee time

Summary:

Is there a way to trigger a workflow notification to the employee when a person other than the employee (manager, payroll personnel, etc.) make changes to the employee's timecard? We would want to give the employee an opportunity to explicitly approve the changes that were made by others.
