Response feedback to incorrect question not available unless questionnaire is passed?

We want feedback provided when incorrect answer is submitted in assessment.

Content (required): We want feedback provided when incorrect answer is submitted in assessment. I've only found that I could get the Review button to show if I change the passing score so the learner passes. I've unchecked the field in content to 'only allow reviews for passed attempts'. There wouldn't be much incentive to review incorrect answers if they've already passed the activity. Is there another way to get the feedback to easily show to learners if they enter incorrect answer in assessment?
