Missing Oracle NoSQL Database Cloud Service

I am trying to enable the Free Tier for Oracle NoSQL Database Cloud Service, but I am unable to find the 'always free configuration' option under reserved capacity as shown in the image from the documentation 

(https://docs.oracle.com/en/cloud/paas/nosql-cloud/csnsd/img/crttbl_af_prov.png). I have also confirmed that Oracle NoSQL Database Cloud Service is available in the UK South (London) region. Could you provide guidance on how to access the Free Tier for this service?
