Is there a possibility to create a monthly time card without responsive / time management time card?

Summary:

in the oracle standard process , the entry of hours is weekly. I created a monthly layout. But the error occurs, "You need a responsive time card layout to create a monthly time cards. Contact your manager." forcing me to enable several information that I don't need.

Ex: "Role = "Line Manager"

the system does not enable the entry of hours, forcing a manager to plan the monthly hours and allocate them to the correct worker. That is, when I enable the monthly calendar the process changes.

I need to entry in Time Management. I can't open or edit the monthly time cards in this work area. I can't view the summaries of them either. I can only approve them by selecting the relevant time cards and clicking Approve
