Area of Responsibilty AoR for learning- is there any good documentation or training about this?

Summary:

Our requirement is to allow non-managers to manage training assignments for their area. I would like to have a security role that can assign training to a limited group of people only. They can assign any training they can access, but only for limited learners. These people take care of all the training needs for a department so the manager does not have to. I keep seeing references to AoR, but can't find anything comprehensive about how to set this up.
