Has anyone automated Import Blanket Agreements?

Summary:

We are attempting to automate the Import Blanket Agreements via OIC and REST API

The issue we are having is that the API has required us to explicitly specify the Buyer's person ID - we thought this would not be necessary since our service account has the Buyer role and access to all purchase agreements
