User created the same contact multiple times.

I am now getting this error message when attempting to delete the duplicated person record via Person Management.

You can't delete this record because it's the first date-effective record. (per-1530983)

I am able to delete the person from the Contacts page, but the person still exist and it is appearing when selecting Benefits coverage under "Who do you want to cover?"
