Securing by Organisation Security Profile

Hi All,

I'm facing issues when trying to secure by organisation security profile. The requirement is to only display departments for two particular business units in the organisation, however if i secure by Organisation Hierarchy, Organisation Classification or Organisation Include List I appear to face a blank LOV for Legal Employer, for example, when using hire an employee flow. Would anyone be able to advise if I'm missing steps to make this work successfully?
