How does time to display EPMAT-7 error determine?

My customer executed login command of EPM Automate twice during cutting network.

The following error occurred.


EPMAT-7:Unable to connect to https://epm-test-*********************** Root Cause: epm-test*********

   1. Ensure that you are using the correct URL.

   2. If your organization requires the use of a proxy server to connect to the internet, verify that the proxy settings in Internet Explorer is accurate. Contact your network administrator if you need assistance.


The error wasn't displayed over 20 minutes first time, but it was displayed after 10 minutes from executing login command second time.

They would like to know how time to display the error determines and whether they can control the time.
