Administering worksets within a multisite instance

Summary: Is it possible to set up a workset per site?

Content (required): The use case is that there will be different users within a single environment who own making changes. Is there something that can be done through the security/role-based setup so that someone can only see changes within their particular region and then add those to a workset? An example might be a layout that is only for one region but then there is another layout for another region they should not have access to change.
