Need to customize Oracle seeded error messages

Hello team,

Can we customize Oracle seeded error messages?

Requirement-

When Line Manager makes some transaction for reportees, he/she sometimes face the below error message during like Change Manager, Change Location-

All users are not able to understand this messages. Need to customize the same to make them understand.
