Is there a way to prevent entry of Special Characters in Oracle

Summary:

We have a situation where data is being fed to a legacy system that does not accept characters such as É.

We are looking for ways to prevent that data from getting into Oracle.

Content (required):

Users are able to cut and paste (and possibly upload?) data into Oracle Cloud that contains odd characters such as accents above letters like ANDRÉ. We would like to prevent this from happening since the data is getting translated incorrectly in our older systems
