Is "Shared Objects" really only available in Reports in NR, and not available in FCC or Planning?

Taking simple examples of a common company logo or footer format, if I wish to change them in NR, I can use "Shared Objects" and all reports will be updated accordingly, whereas this is not an option in FCC? Should it not be possible to at least pull from the application files repository (as was with FR), but why not have a domain repository?

The logo in the reports on FCC must be an uploaded local image, not a shared image stored on the cloud, but an upload on each report? Apropos, why can I not insert URL's to images?
