Not able to edit award budget

Hi Experts, I have created an award with one sponsor project and other cost share project. I am able to edit and create budget for the external sponsor project but for cost share, it does not allow me to add or edit(+ button is missing). Both the projects are using the same sponsored financial plan. Any help is appreciated.
