Is it possible to hide/Unhide Role and Approval delegations in "Manage User Account" Quick Action ?

I'm unable to see Role and Approval delegations divisions in Manage User Account quick actions.

Content (required):

Is there a way to make the above divisions visible? I would like to know whether this is something to be done with privileges or HCM design studio. Also, I'm unable to find any actions related to Manage user account page in HCM design studio.
