Is there a record of User and Roles for terminated users?

Summary:

We often use the Users and Roles search function to review the history of roles that have been assigned or removed from a user, to see when and by whom. This access would be extremely helpful to review termed employees, but that does not appear to be an option, at least not from the same screen. Is this function available for termed employees somewhere else, or is there a seeded report that contains this information? Appreciate any help. Thank you.
