I subscribed to the pay as you go plan and now it says I can't access anything!

After subscribing to the pay as you go plan, everywhere I go gives me an access denied now! It says to contact my administrator but as far as I can tell, that's me!

Most concerning, however, is that my compute instances have vanished and the blogs I was hosting on them are now unreachable! Please tell me someone at Oracle can restore those for me!
