Time events in Completed status but time not transferred to Time cards

Summary:

I faced a strange issue with few time cards that had Zero recorded hours. We are using a Json file to load the incoming punches to Time events page through an inbound integration that leverages Rest APIs.

Then the time punches on the time events page are transferred to Time cards when the "Generate Time cards from Time collection Devices" Process is run. The time punches on the time events page show in completed status , however the time punches failed to transfer to time cards resulting in time cards with Zero hours.

Ideally if the transfer is not successful, the time events should be in failed status and that is not the case here.
