I was looking enable e-signatures on CO Approval , can Oracle consultants confirm if this still True?

This is expected behaviour. This functional requirement of the ERES product (Electronic Records and Electronic Signatures) is currently under internal evaluation. 

In current design, the Signature Policy configuration in ChangeOrderApprovalTask (with password validation) for approving Change Orders is not functional.
