Has anyone had such requirement where No accrual happens for PTO plan in an exception.

Summary:

Context: If an employee is on PTO for the whole pay period and the employee has no earnings the no PTO accrual.

If an employee has even 1 day of earnings he will get an accrual balance.

PTO Element is earning element.
