Terminations Failing: You can't select this position because it doesn't have enough vacant FTE

When trying to process a termination, we are running into an error stating: You can't select this position because it doesn't have enough vacant FTE nor an open headcount. The position has one incumbent, and 1 FTE. We are attempting to remove them from the position, and there is currently no waiting incumbent to move into it.
We have tried:
- ensuring there is a proper hierarchy for termination approvals
- The approver has permission to process a termination
