Access to 'Re-Create Offer' page as HR after Merge

We have a requirement for HR role to perform Duplicate checks in Manage Job Offers for errored cases and merge the profiles. On performing the merge action, they should be able to view the 'Re-Create Offer' page to update the information and submit the details, but they are unable to do the same.

Following Recruitment Privileges have been added to the HR role,

Use REST Service - Job Offers for Recruiting Manager List of Values

Use REST Service - Job Offers List of Values

Perform Candidate Duplicate Check and Merge

Address Job Offer

Please suggest what exact privileges will give that access to HR role.
