Configure Catalog Defaults - Cannot Select Cover Art

From My Client Groups>Learning>Configure Catalog Defaults

I am trying to add Default Cover Art. When I click on the Select Cover Art for any of the learning items - there is a message, "No data to display". See screen capture. Am I missing setup somewhere?
