23A Activity Sequencing - Reconcile Learning Assignments on Course/Offerings/Spec

So, we have now enabled the activity sequencing. There is a question though around the process Reconcile Learning Assignments.

My understanding is that it updates the assignments when changes occur on the courses etc. Before the activity sequencing when a change was made then the learner got an event alert noting the changes and the details where changed when they went into the course/offering/specialization. I think this is still the case so what exactly is the reconcile for?
