Not able to assign Cost functional area to catalog

Summary:

I'm trying to assign Cost functional area to a catalog which is controlled at Master Level and it is not allowing to do so. This is not the case earlier. I already have Purchasing and Inventory functional area associated to the catalog.

Need to understand why there is a change and should be able to assign Cost functional area to the master controlled catalog.
