Is it possible to have public holidays populate on employee time cards?

Has anyone found a way to get public holidays to populate on employee time cards in HCM?  We can see holidays in Absence Management, but they are not flowing over into Time, which means that employees will need to manually add the public holiday to their time card every time (something that will likely get missed).  I'm wondering if anyone has found an automated way to do this.
