My de-activated VB instance was activated automatically without user intervention??

Summary:

An VB instance which I used and de-activated in May 2020 was activated automatically in December 2022

My thoughts this is because of an upgrade and a roll-back of it.

I'm now trying to convince Oracle Support but they say the instance was activated on my side.

Does anybody has same experience or can tell me why?

In December 2022 I got some messages from Oracle Cloud about an upgrade on our company tenancy on December 7th and a rollback of it. So I accessed it on December 12th just to have a look. To my surprise I saw consumption so I investigated our sleeping tenancy why and where it came from. It showed that an inactive VB instance has been activated with the resulting costs. No one could have activated the instance manually because I'm the root admin and the only one using the tenancy with no access in that month before the 12th. (I got
