How do we allow a Requisitioner to see more than one Business unit in Preferences?

We have multiple business units but one of our requisitioners can only see one business unit and cannot switch to the other BU in requisition preferences.

We want to allow them to see both of our business units.

In the Manage Procurement Agent the person has access to both BU's.
