How to configure item reservation at sub inventory?

Summary:

Currently Oracle fusion is configured to reserve item at Locator level which makes it difficult to move item between locator when picks are created and open.

How to configure Oracle fusion in such a way that even with open picks on the items, system allow to move items between locator within sub inventory.

Oracle documentation suggest with high level reservation we can achieve it but not enough information on how to configure it.
