Unable to generate burdened costs

Summary:

No burden cost multipliers are being applied on raw costs

Content (required):

I am trying to setup burden multipliers for project costs coming from timecards and misc project costs, however nothing is being applied on the the expenditure items. I am wondering is there is a setup that I may be missing?

Here are the configs done so far:

Raw costs and burdened costs are the same on all transactions tested so far. Same thing when I test the schedule using Test Burden Cost Calculations
