Learner unable to load e-learning in Dev environments - issue with 'enabled for refresh' function?

Summary:

We have a mix of SCORM and video files that are enabled for refresh when our dev environments are cloned. Normally they work as expected - admin can preview and learner can load them.

Since our dev environments were updated with 23A, I can't get the courses to load when I'm logged in as a learner. I can still preview the SCORM files from the admin UI, but not the videos. As a learner, I get the error message "An error occurred when loading the content from the content server".

Our tech team have run the rich media job again, but it hasn't made any difference.
