Is there a way to restrict internal people from accessing the external Supplier Registration link?

Summary: The business here has noticed that internal employees are filling in the Supplier Registration page from the external link on behalf of or for external suppliers by accessing the link. They do not want internal people doing that. Is there a way to effectively prevent a group of users from using it? As internal names show up on audit reports instead of external names/IDs.

I realize it's an odd request but I was inquiring as to if any programmatic or security changes could be added to disallow internal employees from using a published link to the External Supplier Registration page.
