Summary:

Unable to create Structure for an assembly. Also "Manage Item Structure Type Details" is grayed out in Setup and Maintenance.

Content (required):

In the item class I have View Item Structure and Maintain Item Structure granted for my org, but the + button on the item structure ui is grayed out. We are using all custom responsibilities. What am I missing?
