Unable to access Document records with employee role though related roles are present

Summary:

Dear Team,

Our User is unable to access document of records in the navigation: Me -> Quick actions -> Document of Records -> Access denied message is coming in Production.

He is having two employee roles only.

But, in test instance with the same 2 employee roles, the user is having access to document of records.

Could you please let me know what is stopping to give access to document of records to the User only in production.
