Problems with stability of HR transactions (need to restore multiple transactions manually)

For a very long period of time (about 6 months) we have a part of transactions (especially Transfer, Promotion, Termination) constantly falling out into errors and clients have to manually restore them (there are no problems in settings, just some transactions have to be restored manually in transaction console without any changes in configurations) and then they are completed successfully. On TEST environment everything works correctly and such unstable work is not observed. Could this be due to the fact that notifications are sent to a large number of users (about 15 people) and the system just can't manage all
