Limits, Quotas and Usage Out of capacity for shape VM.Standard.A1.Flex in availability domain AD-1.

Opened a new account and was following the instructions for the first quick setup practice. I took the default AMD shape. I went as far as connecting ssh in the console once. Then I closed the connection. I terminated the AMD shape and tried to create the Arm shape. I always receive this message "Out of capacity for shape VM.Standard.A1.Flex in availability domain AD-1. and there is no other available domain in my location."

I checked the Storage and boot volume, then terminated it.

The problem seems to be in the Limits, Quotas and Usage. Now there are 121 listings, crazy. Most of the listings say 0 or n/a. Some things have numbers like Cores for Standard.A1 based VM and BM Instances standard-a1-core-count.
