How 3PL Shipment request works for PTO items

I would like to understand how PTO items are sent to 3PL via shipment request integration. I understand the components will be sent to 3PL to be picked but I also would like the model item to be sent to 3PL even if it not a physical item to be picked. Why? Because the model item is what is shown in customer facing documents like delivery note so 3PL needs to know which is the model item description
