OCI: Instance Stuck at Boot Showing TianoCore Logo

Applies To:

Oracle Cloud Infrastructure - Version N/A and later

All Platforms

Symptoms:

Instance is unreachable and rebooting it does not restore access.

Instance details page may show alerts indicating a previous infrastructure issue that could have 

affected the instance.

Accessing the VNC console connection for the instance displays a TianoCore logo.

Cause:

The TianoCore logo being displayed means that the instance is unable to progress the initial UEFI loading process.

This is before the system is able to start loading the Operating System boot process and is a clear indication that the underlying infrastructure has problems.

Solution:
