Intercompany Contract creation with single contract line

There are 2 flavors of IC: Global and Non-Global.

Global only needs a single contract line and uses the Receiver BU to identify all the projects covered by that line.

Non-global needs a separate contract line for each receiver project owned by the Receiver BU/LE. Associated project must be the same as the receiver project.
