Custom Tags for OIC Connections

Description (Required):

Ability to add custom tags similar to OCI Custom Tags on connections and ability to use them on filter for better management.

e.g. Having a custom tag for all connections going to external - Third Party systems, or for connections which are using a specific connectivity agent group.

Use Case and Business Need (Required):

This would help us identify connections used for specific systems in specific network group, or external system and identify out going traffic. Or when a new load balancer is added and we would like at identify connections affected by the same. Or SOAP Connections created for specific external system, so all connections can be identifies at the same time using this. This will help in ease of maintenance and reduce any human errors where connection is missed while updating.
