Contract stuck at pending approval status but stopping the approval will cause any workflow issue?

After the 23A upgrade, it is observed that when the contract is submitted for activation, it is stuck at pending approval. this is should be auto approved.

So far there is one contract with issue but upon checking the setup and changes made, only the past date is used as amendment date.
